What is planning permission for driveways?

Planning permission is formal consent from a local planning authority required before installing or enlarging certain driveways, typically those creating more than 5 square metres of impermeable surface.

Whether your driveway needs planning permission depends on the size of the impermeable surface you are creating. In England, if your driveway or other paved area will cover more than 5 square metres of the curtilage of your home (the land immediately surrounding it), you fall outside the permitted development rules and must apply for planning consent from your local authority.

This 5 square metre threshold covers new driveways, extensions to existing ones, and replacement surfaces using materials like concrete, tarmac, or permeable paving. Cheltenham's planning department administers these rules for the local area. Driveways under this threshold can proceed without formal permission, provided they do not obstruct visibility or create other hazards.

The requirement exists to manage surface water runoff, reduce flooding risk, and maintain local character.
